For local authority commissioners
A provider you can price, place and trust — transparently.
Milestone offers dispersed supported accommodation for care leavers aged 18 and over, priced on clear intensity bands with the money set out on two honest lines. You get a service that works at the point of referral, reporting that lightens your teams' load, and outcomes you can hold us to.
The offer
Everything a placement should include — and nothing you have to chase.
Placements that scale with demand
Small shared homes of three to four places each and dispersed move-on units. A portfolio that grows with commissioning demand, with additional homes opened as placements require and out-of-area coverage where local capacity is unavailable.
Reporting that saves social-work time
The Social Worker Interface Pack — nine reports mapped to the Pathway Plan, so your teams lodge rather than re-key. Less time on recording, more time with young people.
Outcomes you can hold us to
Four distance-travelled measures re-scored at every review and aggregated into a quarterly dashboard, benchmarked against the national care-leaver picture.
Transparent pricing
Two clear lines, two clear modes — never both.
We keep the support fee and the accommodation cost on separate lines, and we always tell you which mode a rate refers to. No opaque all-inclusive rate card, and no double-funding.
The support fee scales with need — four named bands
The commissioned support fee rises with support intensity and keyworker hours, expressed as four bands. Intensive support is still support and supervision only — personal care is out of scope.
| Band | Support fee (per person / week) | Profile |
|---|---|---|
| Transition | £150–£200 | Low-intensity floating support, close to independence |
| Standard | £300–£350 | Planned keywork — the base band for most placements |
| Enhanced | £425–£500 | Frequent, multi-agency support |
| Intensive | £550–£600 | High-risk transitional support (never personal care) |
Standard / planned placement
For planned dispersed-housing placements.
- You pay the assessed support-band fee only
- Housing Benefit meets the rent, at the local 1-bed Local Housing Allowance rate — claimable by a care leaver under 25 under the shared-accommodation-rate exemption
- Support hours scale with the band
Two budget lines, cleanly separated: commissioned support, and Housing-Benefit rent.
Emergency / spot placement
For same-week and emergency placements.
- One invoice covering the assessed support band
- Plus the documented actual accommodation cost (bridging, transport, set-up)
- Plus a one-off mobilisation fee
- No Housing Benefit claim is made
Priced to recover real cost, quoted transparently up front.
A placement is funded either the standard way or the emergency way, never both. Charging an all-in emergency rate while also claiming Housing Benefit rent for the same placement is double-funding — a line we never cross. Every quote states which mode applies.
The Social Worker Interface Pack
Reporting your teams will actually use.
The core promise is simple: the provider does half the reporting work a placement generates for the social worker or Personal Adviser.
Nine reports, all auto-populating from a single assessment system, each mapped to the Pathway Plan dimensions and written to be lodged without reformatting — from the two-hour referral decision to the move-on report that doubles as outcomes evidence. For a commissioner, that means fewer chasing emails, cleaner audit trails, and social-work capacity released back to young people.
What it changes for you
- Statutory reviews largely drafted before the meeting
- Safeguarding notifications in your authority's format
- A weekly five-line digest per young person
- An entitlements tracker that maximises SUHA, bursaries and correct benefit rates
- One consistent RAG language across every report
Quality & readiness
Ready to be commissioned — and ready to be checked.
Quality & outcomes framework
A named practice model — trauma-informed practice, a Psychologically Informed Environment, and transitional safeguarding — with outcomes measured on the Outcomes Star, a scored independence baseline, validated wellbeing measures and a twelve-domain needs assessment. Distance travelled is re-scored at every formal review and published quarterly.
DPS & framework readiness
We maintain a Dynamic Purchasing System and framework readiness matrix — policies, safeguarding governance, insurance and indemnity, information governance and ICO registration — so we can respond quickly to accreditation, and work on spot, block or call-off arrangements. We align our reporting and local-offer language to your authority's expectations.
Low-risk to start
Begin with a 90-day pilot.
A new provider has to earn trust. So rather than ask you to take our word for it, we invite you to test the model on real placements, on standard terms, with a shared review at day 90.
You see the two-hour decisions, the 72-hour start reports, the monthly summaries and the safeguarding routing in practice — and judge for yourself whether the reporting genuinely saves your teams time and whether young people settle. If it works, we scale with your demand; if it does not, you have lost nothing but a quarter's trial.
What the pilot gives you
- Placements on standard, transparent terms
- The full Social Worker Interface Pack from day one
- A named point of contact and agreed response times
- A structured day-90 review against agreed measures
- A clear decision point — scale, adjust, or stop
